This was a tough one. Four great songs (Mr. Custer, IMO, is good, but not in the same class as the others).
I went with Poetry in Motion. Johnny was more of a country ballad singer, but this light rocker was super. Sheila was a close second. (A bit of trivia that I remember from a radio interview with Tommy back in the day- the song was written for Tommy's girlfriend, whose name was 'Frieda'. They thought that a song named Frieda would not cut it, and they changed it to Sheila).

Another one for Sheila. As an aside, when I was a kid, I thought Poetry in Motion was Oh a Tree in Motion.

Since I couldn't decide between "Runaround Sue" and "Poetry in Motion" I went with "Please Mr. Custer" (Besides, the poor guy needed a vote!)
Btw, did anyone else see that latest PBS special, "Rock at 50"? Johnny Tillotson sang this song and he sounded great! ;D(So did the background singers!)
